CCHR's Interim Report on Restraints AddendumIn 1999, CCHR’s report, “Restraint Deaths in Psychiatric Institutions — A Culture of Violence & Terrorism,” was presented to a Congressional Hearing on Restraint Deaths. That same year, President Clinton’s Administration adopted federal regulations prohibiting the use of physical and chemical restraints to coerce or discipline psychiatric patients. The regulation also ordered a “national reporting system” to be implemented and for government funding to be cut to any facility that did not abide by the regulations.

Addendum to CCHR’s 1999 Report on Restraints

CCHR's Interim Report on Restraints AddendumDespite the 1999 federal regulations, at least nine more children and teens died from suffocation or cardiac arrest during violent restraint procedures in psychiatric centers and hospitals. The youngest was nine years old. In 2003, therefore, CCHR updated the report. It focuses on the use of restraints, and the need for criminal penalties against all facilities and/or individuals found guilty of using abusive restraint procedures. CCHR presented this document to an ongoing federal investigation into the issue.
