Siberia U.S.A.

In 1954, federal legislation was introduced into Congress that earmarked $6 million for one million acres of land in Alaska to build a mental health facility where any U.S. citizen labeled "mentally ill" could be sent. The bill passed the U.S. House of Representatives before a coalition of citizens groups led by the Church of Scientology organized a campaign in opposition to it.
